The WA Chapter's 2025 Risk Odyssey will be held on Thursday 6 November, bringing together leading voices from industry, government and academia for a day of ideas, insight and connection.

This year’s theme, “Building Resilience in a Changing World,” explores how organisations can stay strong and adaptable amid shifting economic conditions, accelerating technology, climate pressures and complex global dynamics. Through keynote presentations, case studies and an interactive panel discussion, attendees will gain practical strategies to strengthen risk culture, embrace innovation and lead through uncertainty.

Alongside the keynotes, attendees will experience case studies, a high-energy panel discussion and valuable networking with Western Australia’s risk community.

About the Speakers

Martin Boyle

Australian Antarctic Division
Director for Safety & Risk

Martin Boyle is the Director for Safety & Risk at the Australian Antarctic Division. Over the past 18 years, he has been south on many occasions in various roles on Antarctic stations, in the field, and on ice breaking vessels.

Martin has more than 30 years of experience across the safety, risk and emergency management industry in both private and public sector as a Director, Consultant, Academic, Emergency Services Manager, and Search and Rescue operator. He has previously worked for Australian Customs and the Tasmania State Emergency Service.

He was awarded a Certificate of High Commendation from Tasmania Police for Search & Rescue operations in 2002, the Golden Pen Award from the National Emergency Response Journal in 2011, the Bravo Zulu award in 2015 from the International Association of Emergency Managers, and the Australian Antarctic Program Director’s Award for safety and emergency management in 2019.

Martin has been an internationally recognised Certified Emergency Manager® (CEM) since 2008, and holds a Masters in Emergency Management, BA(Hons) in Business and Information Technology, Advanced Diploma in Public Safety (Emergency Management), Advanced Diploma in Work Health & Safety, Diploma in Project Management, and a Diploma in Business Continuity. Martin is also a member of the Standards Australia OB-007 Risk Management Committee.

Professor Gordon Flake

Professor Gordon Flake is the founding Chief Executive Officer of the Perth USAsia Centre at The University of Western Australia.

Professor Flake is one of the world’s leading authorities on strategic developments in the Indo-Pacific. Having spent twenty-five years in the US foreign policy community focused on the Korean Peninsula and Northeast Asia and now ten years in Australia’s Indian Ocean capital he is an expert on key strategic relationships in the broader Indo-Pacific. He has authored many scholarly and policy studies on security developments in the region, and their policy implications for the US and its regional partners.

Since establishing the Centre in 2014, Professor Flake has worked to build stronger international relationships between Australia, the US and the broader Indo-Pacific. He has led the growth of several major international conferences in Australia and the region; and established a range of high-level diplomatic and policy dialogues on issues of shared concern for the Indo-Pacific.

Professor Flake is a sought-after media commentator, particularly on strategic developments in the Indo-Pacific and change order issues to do with US politics and foreign policy. His work has appeared in many leading international outlets, including the Washington Post, Wall Street Journal, New York Times, as well as across the Australian media landscape.

Professor Flake holds a number of strategic leadership roles. He is a Governor of the American Chamber of Commerce in Australia (AmCham) and serves on the board of the United States Studies Centre at the University of Sydney.

Prior to joining the Centre, he was the Executive Director of the Maureen and Mike Mansfield Foundation, an Associate Director of the Program on Conflict Resolution at The Atlantic Council of the United States, and Director for Research and Academic Affairs at the Korea Economic Institute of America.

He holds a Bachelor of Arts (Korean) and Master of Arts (International and Area Studies) from Brigham Young University. He speaks both fluent Korean and Laotian.

Hon Michael Gunner

Michael is a Partner at KPMG, helping Governments deliver better services for complex problems.  Michael has over 20 years of experience in Government, including 10 years in executive roles within the Government and Energy sectors. As Chief Minister of the Northern Territory, he has proven leadership in crisis management, social policy reform, fiscal discipline, and economic management. Michael led one of Australia’s most effective COVID-19 responses, implementing rapid border controls, remote community protections, and economic support measures. Diversified the Territory economy by funding and supporting new industries and opportunities– including renewable energy projects, record defence investment, terrestrial and subsea cables and data storage and the space industry with rocket launch facilities used by NASA. At Fortescue Future Industries led an Australian team to develop solar, wind and hydrogen projects, to establish market leadership in renewable energy supply and support Fortescue Metals decarbonise their metal operations.

Monique Mattos

Monique Mattos Vimercati is Managing Partner and Executive Director at Visagio, a global platform helping organisations solve management challenges and improve efficiency leveraging AI and technology. With nearly 20 years of experience and an engineering background, she has led large-scale transformation programs and serves on Advisory Boards. Monique holds certifications in Project and Change Management, is a member of the Australian Institute of Company Directors and YPO, and represents Visagio at CEOs for Gender Equity. A proud mother of three, she is passionate about developing people and advancing diversity, equity, and inclusion.

Matt Weaver

Howden

Matt Weaver leads Howden’s Climate Risk & Resilience practice across the Pacific region. A Fellow of the UK Faculty of Actuaries, Matt brings over 16 years of experience spanning insurance, reinsurance, catastrophe and climate analytics, product development, pricing and alternative risk transfer. Matt specialises in designing parametric insurance solutions that align with climate resilience strategies, helping clients manage exposure to natural hazards and unlock investment in adaptation. He challenges traditional insurance models to create tailored products that support companies exposed to climate risk as well as the carbon and nature-based markets. Passionate about using insurance as a catalyst for climate action, Matt helps clients convert climate risk into measurable, strategic decisions.
