About the Speakers
Dr Carl A. Gibson
Executive Director Risk, Resilience, and Transformation | Executive Impact
Dr Carl Gibson is Director of Executive Impact and a recognised expert in strategy, governance, risk, resilience, and complex decision-making. His diverse career has spanned the military, policing, science, biosecurity, government, aviation, and higher education. Carl has authored more than 130 publications, contributed to numerous international standards, and serves as a volunteer firefighter and incident controller with the Country Fire Authority.
Andrés Ramírez

Andres Ramirez is a governance, risk and resilience specialist with extensive Australian and international experience advising executives, boards, government leaders, industry and communities. A former teacher and lifelong learner, he is recognised for translating complex challenges into practical strategies that support decision-making, organisational improvement and resilience. Andres regularly provides strategic advice to government executives and CEOs and briefs public sector boards and audit and risk management committees.
Matthew Fletcher
Matthew Fletcher is a Geelong-based business and community leader with experience across business, government, education and the not-for-profit sector. Most recently an Associate Director at KPMG and the inaugural employee of its Geelong office, he led the development of the Geelong Thought Leadership Series, including the Geelong Economic Blueprint, Geelong Risk Landscape and Geelong Growth Horizon, exploring the opportunities and challenges shaping the region's future.
His career has included senior roles with the National Disability Insurance Agency, consulting and the Australian Government. Matthew was also the founding President of Entrepreneurs Geelong, supporting local entrepreneurs and helping deliver one of Australia's first regional entrepreneurship ecosystem mapping projects.
He remains an active contributor to discussions on leadership, economic development, business growth, entrepreneurship, infrastructure and the long-term transformation of regional Victoria.
Anthony Browne

Anthony (aka Risk Man) has over 20 years of experience in using his risk superpowers to navigate a multi-verse of complex business problems and risks across the private and public sectors. He applies an outcome-oriented approach to risk management underpinned by organisation wide engagement from the top office through to the front line. He encourages all risk superheroes to seek internal and external partnerships to elevate performance via collaboration and knowledge exchange. He holds a Chemical Engineering Degree (Honours), a Graduate Diploma in Management (Innovation) and a Graduate Certificate in the Psychology of Risk.

Troy plays an active role in shaping the firm's strategic direction, including the development of the Victoria Risk Consulting Strategy House, which focuses on building high-performing teams, enhancing client experiences, developing scalable solutions, and driving sustainable growth. His leadership emphasises practical problem-solving, coaching and capability development, continuous improvement, and delivering lasting value for clients.
