During his time at APRA, Paul pioneered the introduction of operating effectiveness tests for non-financial risk data into the supervisory tool-kit and advised APRA-regulated entities on sustainable change, particularly in risk transformation programs. Prior to APRA, Paul amassed over 12 years of experience as a non-financial risk specialist within the financial services industry, covering all three lines of defence.
Paul‘s direct involvement in shaping regulatory standards and practices includes co-authoring CPS 230. He integrated data-driven insights into APRA’s approach to non-financial risk, shifting the focus from design to operational effectiveness testing, and piloted AI application, including natural language processing, for non-financial risk analysis.

As Director of Enterprise Risk Services at Battleground Group, Peter draws on his extensive experience to show how effective risk management both protects and enhances business value.
Previously, he led the Enterprise Risk Function at CSIRO, where he strengthened the organisation’s Risk Framework to improve maturity and embed risk-aware decision-making across all levels. He also oversaw business continuity, crisis, and issues management—playing a key role in developing and applying frameworks during major crisis events.
Peter is a frequent speaker at risk conferences, sharing insights on integrating risk into decision-making to safeguard and grow organisational value.
