Ally Newcombe is a Director at KPMG Australia and an experienced risk, governance, compliance and safety leader. She partners with Boards, executives and operational leaders to strengthen risk maturity, enhance governance frameworks, and develop practical approaches to managing strategic, operational, regulatory and safety risks. Ally works with organisations across government, infrastructure, health, utilities and community services to navigate complex risk environments, improve organisational resilience, and build confidence in decision-making.

Ally has led a broad range of risk, safety and assurance engagements, including enterprise risk management, compliance framework development, governance reviews, internal audit programs, work health and safety assessments, and organisational risk uplift initiatives. Known for her collaborative and pragmatic approach, she helps clients simplify complexity, strengthen accountability, and embed risk and safety practices that deliver lasting value.

Damion Keasey is a Partner at KPMG and a recognised leader in enterprise risk management, governance and compliance. With more than 20 years of experience advising Boards, executives and risk leaders, he has helped organisations across critical infrastructure, utilities, government, health and corporate sectors navigate complex strategic and emerging risks.

His work has included the development of enterprise risk management frameworks, risk appetite statements, emerging risk processes, risk operating models, critical control frameworks and organisation-wide risk uplift programs. Damion has extensive experience helping organisations identify and respond to emerging and evolving risks, including regulatory change, critical infrastructure obligations, resilience challenges, technology disruption and strategic uncertainty.

A passionate advocate for practical and value-adding risk management, Damion works closely with organisations to move beyond compliance-driven approaches and leverage risk as a driver of resilience, performance and sustainable growth.

Embedding Risk Management with Local Government: Lessons Learned

**Colleen Green**

Strategic Risk Consultant,

Colleen Green is a Strategic Risk Consultant with Local Government Risk Services (LGRS) in Adelaide. She works with the Local Government Mutual Schemes in South Australia to support councils and prescribed bodies in strengthening enterprise risk management, with a focus on strategic, operational and project risk, risk maturity and culture assessments, and risk appetite and tolerance development.

Since joining LGRS in 2015, Colleen has helped establish and grow strategic risk services in South Australia. Her earlier career includes senior roles across local government, security, construction, chemical management, quality control and retail, giving her a broad and practical perspective on risk management.

Colleen also brings experience in work health and safety, internal audit, emergency management, business continuity, event management, procurement and contract management. She is a member of the Risk Management Institute of Australia (RMIA).

Mark Cannadine is a senior leader in business resilience and crisis management, with over 20 years' experience across policing, healthcare, critical infrastructure, consulting and the energy sector. His career has taken him from frontline emergency response and major incident investigations in the UK, through executive leadership roles in the health and energy sectors, to his current role leading Crisis Management and Business Continuity for a global energy company. Along the way he has helped organisations prepare for and respond to bushfires, major infrastructure failures, pandemics and other complex crises, while contributing to national emergency management policy and resilience capability. Mark is passionate about the idea that resilience is developed through experience, reflection and continual learning, and enjoys sharing practical insights from a career spent helping people and organisations navigate uncertainty.

Security and Emergency Management Coordinator, City of Adelaide

Jason Barnden is the Coordinator, Security & Emergency Management at the City of Adelaide, where he leads the development of security, emergency management and organisational resilience across one of Australia's most dynamic local government environments.

With more than 20 years' experience in emergency management, security and business continuity across local government and the South Australian public health sector, Jason has built a reputation for delivering practical, outcome-focused solutions to complex organisational challenges. His experience includes leading emergency preparedness and security operations during the COVID-19 pandemic, managing critical infrastructure protection, and coordinating multi-agency responses to major incidents.

In addition to his role with the City of Adelaide, Jason serves as Chair of the Eastern Adelaide Zone Emergency Management Committee (ZEMC), representing nine metropolitan councils and bringing together local government, emergency services and state agencies to strengthen regional emergency preparedness and resilience. Through this role, he champions collaboration, capability development and shared learning to improve community outcomes before, during and after emergencies.

Jason has designed and facilitated numerous large-scale emergency management exercises involving local government, emergency services, utility providers and critical infrastructure partners. His work has been recognised through several industry awards, including the LGA Mutual Risk Management Award, the City of Adelaide Team of the Year Award, and recognition from Local Government Professionals SA for innovation and excellence in emergency management.

Jason is passionate about bridging the gap between risk management and emergency management, helping organisations move beyond compliance to build practical resilience that delivers real operational value. He believes the most effective emergency management happens long before an incident occurs. By embedding resilience into everyday decision-making, fostering strong partnerships and developing capable people, organisations are better equipped to respond when it matters most.

Bob Smart is the Chief Information and Security Officer at Symphony, Australia’s leading independent power‑grid connection infrastructure provider. With more than 20 years’ experience, including CIO and CISO roles across critical infrastructure, government, financial services, and enterprise consulting, Bob is a recognised voice in operational resilience, cybersecurity, and supply chain risk.

He specialises in business resilience and compliance with the SOCI Act, AESCSF, and APRA CPS 230, currently helping safeguard critical infrastructure from operational and cyber threats while enabling opportunities in AI adoption and energy transition. Bob is also the creator of SPLITer, an operational risk intelligence ontology for dependency mapping and digital‑twin development, built on the AZON platform he designed.

**Zoey Joyce**

RMIA SA/NT Chapter President

Zoe Joyce is the Head of Risk, Safety and Compliance at Adelaide Airport Limited and the SA/NT Chapter Acting President of the RMIA. She joined the Adelaide Airport team in 2019 as the Risk and Compliance Advisor and now leads Risk, Safety and Compliance, covering the areas of risk, compliance, work health and safety, insurance, and incident reporting and investigation. Zoe has a passion for risk management and has been working in this specialty field for over 20 years.

Prior to joining AAL, she was a Risk Management Consultant at the South Australian Tourism Commission, responsible for corporate and operational risk management, which included major events such as the Tour Down Under, Adelaide 500, Tasting Australia and the Christmas Pageant. She is a Certified Practicing Risk Manager through the Risk Management Institute of Australasia and holds a Diploma of Risk Management from ANZIIF, a Post Graduate Diploma in Museum Studies from Deakin University, and an Honours Degree in Cultural Tourism from Flinders University
